Begin by combining the distilled water and glycerine in a double boiler. Heat this water phase to approximately 70°C.
In a separate double boiler, combine the emulsifying wax, castor oil , and cetyl alcohol. Heat to approximately 70°C until fully melted.
Slowly pour the oil phase into the water phase while blending continuously. Blend for about 1 to 2 minutes until the mixture is smooth and fully emulsified.
Once the mixture has cooled to below 40°C, add the niacinamide, vitamin C, vitamin E, and phenoxyethanol. Mix thoroughly by hand until homogenized.
Pour into suitable containers or jars and allow to cool fully in a dark, cool environment. Close once set.
